EU Legislation
The rules on aviation security are generally laid down in the framework regulation 2008/300, of 11 March 2008 on common rules in the field of civil aviation security. The framework regulation gives the common basic standards for safeguarding civil aviation against acts of unlawful interference. Regulation 2008/300 also gives the Commission the right to issue the necessary measures for implementation of the Regulation 2008/300.
The detailed measures for the implementation of the common basic standards on aviation security and the measures relating to the EU ACC3 programme are primarily laid down in the Commission Implementing Regulation 2015/1998 of 5 November 2015. Non-Public Legislation
Some of the relevant EU requirements are contained in non-public legislation. Air carriers should be informed about these by the appropriate authority of the EU Member State responsible for their ACC3 designation, and they are distributed on a need-to-know basis. It is the responsibility of air carriers to ensure that these measures are implemented and, where necessary, the information is forwarded to third country business partners (RA3s and KC3s).
